Full-time Infrastructure Officer

Title of function: Infrastructure Officer in the Electricity or Gas Department (ACER)

JOB DESCRIPTION:
The Agency is seeking to establish a reserve list for temporary agents (TA) who will contribute to its work related to the TEN-E Regulation in, respectively, the Electricity and the Gas Departments. The successful candidates will:
- assess the regional lists of proposed projects of common interest and contribute to opinions on them;
- monitor the progress of implementing projects of common interest (as well as of Ten Year Network Development Plan, of regional investment plans and of interconnectors) and help make recommendations to facilitate implementation;
- prepare, as part of a team, a consolidated report on progress of projects of common interest;
- participate, when needed or appropriate, in Regional Groups, contributing to the consistency between Groups via an exchange of information of the work representing an interregional interest between the Groups concerned;
- monitor the cooperation of TSOs at regional level;
- assist National Regulatory Authorities in their tasks related to the TEN-E regulation, as appropriate and necessary.

Furthermore, the successful candidates will contribute to:
- deriving and proposing methodologies to assess the regional lists and preparing the Agency opinions on the selection of projects, including the consistent application of the criteria and the CBA across regions;
- identifying the information needed and the structure of datasets for monitoring of projects of common interest as well as the key elements of the monitoring reports;
- developing, together with ENTSO-E or ENTSOG and the European Commission, cost benefit analysis methodologies;
- developing a set of indicators and reference values for comparing unit investment costs of electricity and gas infrastructure projects;
- preparing the Agency’s decisions on cross-border cost allocation;
- sharing good practices about methodologies and criteria deployed for assessing transmission projects and risks associated with them;
- assessing common network operation tools developed by ENTSO-E and properly interact with the activities carried out in the framework of network codes development (electricity only);
The above tasks will be performed with respect to gas or electricity industry projects proposed biannually for inclusion in a European Union-wide list of PCIs, in addition to the approved gas and electricity sector PCIs annually.
The jobholders will work in the Electricity Department or in the Gas Department, under the direct supervision of the Senior Infrastructure Officer in the respective Department.

Eligibility criteria
Candidates will be considered eligible for selection on the basis of the following formal criteria to be fulfilled by the deadline for applications:
1. To have a level of education which corresponds to completed university studies attested by a diploma, when the normal period of university education is three years or more;
2. By the closing date for applications candidates must, after obtaining the qualifications mentioned in point 1, have acquired at least 3 years of proven full-time professional experience acquired in a field relevant for this position;
3. To have a thorough knowledge of one of the official Community languages and a satisfactory knowledge of a second of these languages to the extent necessary to perform his/her duties;
4. Be a national of a member state of the European Union;
5. To be entitled to his or her full rights as a citizen;
6. To have fulfilled any obligations imposed by the applicable laws concerning military service;
7. To meet the character requirements for the duties involved;
8. To be physically fit to perform the duties linked to the post.

Selection criteria

Essential
1. University education in a field relevant to the post the candidate is applying for (economics, engineering, mathematics or similar academic area);
2. By the closing date for applications candidates must, after obtaining the qualifications mentioned in point 1, have acquired at least 3 years of relevant professional experience in the field of infrastructure regulation or infrastructure projects;
3. Good knowledge of project management principles, methods and practices; good organisation and coordination skills as shown by professional experience;
4. Ability to work under pressure and manage his/her priorities;
5. Very good capacity to work as member of a team;
6. Excellent written and oral command (level C2) of the English language; candidates are invited to specify in their CV possible language certificates they have obtained and which can demonstrate their language skills (no copies needed at this stage);
7. Good written and oral command (level B2) of a second official language of the European Union including the mother tongue; for languages other than the mother tongue, candidates are invited to specify in their CV possible language certificates they have obtained and which can demonstrate their language skills (no copies needed at this stage);
8. Ability to use electronic office equipment (spread sheets, word processing, presentations, electronic communication), to treat data and to analyse documents;
9. Motivation to work for the Agency;
10. Capacity to establish and maintain good interpersonal relations;
11. Familiarity with the mission, organisation and functioning of the Agency.

Advantageous
1. Professional experience in the field of electricity or gas infrastructures, including for a longer period than the one specified in point 2 above;
2. Deep knowledge of and experience in regulation and policies for electricity or gas sectors at national or at European level;
3. Excellent written and oral communication skills;
4. Pre-investment project analysis experience (feasibility studies, investment risk analysis, project assessment and reporting) regarding technical, economic, and financial aspects of large-scale projects;
5. Information systems expertise (data archival, retrieval, etc., including confidentiality and access procedures);
6. Experience in working in an international context, possibly including knowledge and experience at European Union level.

CONDITIONS OF EMPLOYMENT
In case of the use of the reserve list the successful candidate will be appointed by the Director of the Agency as a temporary agent at grade AD5 pursuant to Article 2a of the CEOS for a period of 5 years which may be renewed.

Pay and welfare benefits
The pay of staff members consists of a basic salary supplemented with various allowances, including family allowances. Salaries are exempted from national tax, instead a Community tax at source is paid.
The indicative gross basic monthly salary for grade AD5, step 1, is 4.349,59 EUR. Nevertheless, this basic salary is adapted through a series of allowances (e.g. household allowance, dependent child allowance, pre-school or education allowance, expatriation allowance, installation allowance, etc.) according to the personal situation. Staff members may also be entitled to the reimbursement of removal costs and an initial temporary daily subsistence allowance. The place of employment is Ljubljana (Slovenia).
