The SESAR Joint Undertaking (SESAR)

The SESAR Joint Undertaking has set up a secondment procedure that aims to establish a reserve list for the SNE position of “Coordinator - Innovative Research”. The SESAR Joint Undertaking (SJU) was established by European Council Regulation (EC) No 219/2007 (JO L64 of 02/03/2007). The duty station is in Brussels, Belgium where the SESAR Joint Undertaking has its headquarters and where the place of employment is.

This role has two key purposes; the first to successfully lead activities and coordinate the content, progress and completion of SJU exploratory and innovative research activities in the context set by the ACARE Strategic Research and Innovation Agenda and the second to ensure effective coordination of SJU research activities both across the whole SESAR Programme as well as with European and National activities in areas of interest to ATM.

• To develop and maintain a suitable Long Term Research programme of activities in SESAR, structured to ensure adequate focus from limited resources whilst maintaining clear deliverables and benefits of the work to be undertaken.
• To coordinate the Research Networks and Project activities as an integral part of the SESAR programme, retaining SJU leadership and control while encouraging an open and collaborative working arrangements permitting the review of quality and formal approval of Deliverables as well as providing expert guidance in support of achieving the goals set for the various activities.
• To ensure SJU Long Term research content is well aligned with the scientific themes assigned, that Research Networks communicate a clear vision for their activities and that Research Projects are correctly managed.
• To ensure coordination of the Long Term research programme with the remainder of the SESAR programme, ensuring adequate visibility of the Long term research and facilitating the transition of research results across the different phases of research and across maturity levels.
• To ensure effective and close coordination of SESAR long Term Research activities with other ATM related research being undertaken on behalf of the EC and other research organisations at a European or National level.
• To contribute/ liaise with ACARE thus communicating with the wider research community and influencing their work on determining and monitoring relevant Long Term and Innovative Research to ensure SJU coordinate research activities in ATM in accordance with the Council Regulation.
• To provide the secretariat role to the SJU Scientific Committee, ensuring this is called, operated and supported in a manner that supports its role in advising the SJU on research matters.

Seconded National Experts will be considered for the selection phase on the basis of the following criteria to be fulfilled by the deadline for submission of applications.
1 Minimum Qualifications Required
A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is at least three years.
2 Minimum Professional experience Required
A professional experience of at least 10 years in a research environment, preferably including ATM as a major part, gained after obtaining the minimum qualifications.
3 Language Skills Required
The main working language in the field of Air Traffic Management is English. Candidates must therefore have a thorough knowledge of both spoken and written English with a satisfactory knowledge of at least one other official language of the European Union to the extent necessary for the performance of the above mentioned duties.
4 In addition in order to be eligible, the candidate must:
• Be a national of a Member State of the European Union;
• Have fulfilled any obligation imposed by the laws on military service;
• Be entitled to full rights as citizen;
• Be physically fit to perform the duties linked to the post.

This role requires demonstrable experience of good leadership, coordination and management skills when dealing with a very distributed team over a period of at least 5 years with suitable seniority.
Ideally this role requires knowledge of the EC Framework Programme rules as well as previous participation and/or understanding of the role of ACARE as well involvement in National research and research coordination activities.

The successful national expert is expected to be seconded for a 2-year period (renewable).

• A signed motivation letter of no more than one page, explaining why the applicant is interested in the secondment and what would be his/her added value to the SJU if seconded;
• A duly completed and signed declaration of honor with regard to the requirements and selection criteria.
Candidates are invited to apply in English, to facilitate the selection process.
The title and the exact reference of the secondment notice should be indicated. Applications where the format and/or content of the Europass CV have been modified may be deemed void by the SJU. Copies of diplomas and reference documents should not be submitted with the application. These supporting documents showing evidence of the information given in the CV shall be requested at a later stage.
No correspondence will be exchanged on the status of the application except in the case of a final decision, positive or negative. Applicants are therefore formally requested not to enquire about the progress of their application neither by email, telephone, fax or letter.
