The Galileo Security Monitoring Officer executes instructions from the GSMC Operations Manager. He/she is responsible to monitor and react to security events affecting Galileo.
Typical tasks, once the GSMC becomes operational (early activities in 2014, full operations from end 2015), will be performed on shifts to ensure continuous operations 24 hours per day, 7 days a week 24/7 :
1) Monitoring and reaction to Galileo system status reports (e.g. Signal In Space (SIS), system security event data) and EU member states reports;
2) Implementation of Security Incident Response plans;
3) Advising the Galileo chain of command on Galileo system operations status and making action recommendations;
4) Managing operational setup of the Galileo system and recommending changes to maintain operational performance;
5) Monitor the effect of system events and threats to overall system security;
6) Routine reporting of the system status.

In 2013 and early 2014, the role will be primarily a normal ‘day-time’ job, during which the post holder will be expected to contribute to the preparation and validation of operational procedures. This will include advising on and developing GSMC tools and operational products.
During this period, post-holder will also be required to (1) perform the activities of GSMC Nucleus Operator. This will require participation in "on call" duty to respond to security events and alerts from the Galileo system, (2) contribute during pre-determined period to a 24/7 roster each time the GSMC Nucleus operations so require (communicated by the GSMC Operations Manager).
To become fully operational, the GSMC staff will have 6 Galileo Security Monitoring Officers with the same roles in order to ensure the 24/7 roster. It is also expected that PRS Access Officer(s) and/or Security Analyst(s) will also ensure a 24/7 roster for PRS access support and further analysis of security monitoring.
With a view to optimize the usage of resources, any of the PRS Access Officer(s) and of the Galileo Security Monitoring Officer or Security Analyst(s) might be required to perform the duties of the other roles. To that extent, the required training will be organized by the GSA and each operator will need to have passed the relevant operational evaluations of at least the minimum required for one of the other roles as required by the GSA in order to remain qualified for the post.
Location: Brussels then France in 2013-2014 timeframe, with possibly frequent missions and detachment to UK (Swanwick/London), and occasional ones to Belgium (Brussels after relocation to France) and Czech Republic (Prague).

1. A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more,
A level of education which corresponds to completed university studies attested by a diploma and at least one year of appropriate professional experience when the normal period of university education is three years.
2. In addition to the above, to possess appropriate professional experience of at least six years (following of the award of degree) in positions relevant to the aforementioned duties;
3. Be a national of a Member State of the European Union;
4. Be able to serve a full 5 year-term before reaching the retirement age of 65;
5. Be entitled to his or her full rights as citizen;
6. Have fulfilled any obligations imposed by the applicable laws concerning military service;
7. Meet the character requirements for the duties involved;
8. Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of his/her duties; and
9. Be physically fit to perform the duties linked to the post.

1) Essential qualifications and experience:
• University degree in a relevant field (Engineering, Informatics, Exact sciencesetc.);
• Experience of handling incidents and following predefined procedures under stressful conditions;
• Experience of IT Network monitoring or complex integrated system monitoring;
• Experience of providing advice and communicating clear recommendations on technical matters to senior decision makers;
• Excellent English skills, both in written and oral.
2) Desirable qualifications and experience:
• Experience in the use and/or configuration of security monitoring tools;
• Previous experience of analysing real time operational data and creating response plans to correct abnormal system behaviour;
• Experience in drafting and validating operational procedures and test plans;
• Previous experience of a 24/7 operations environment;
• Knowledge of the Galileo System design;
• Previous experience from an international working environment.
3) Behavioural competences:
• High level of motivation and self-drive;
• Independently manages own workload as well as shares information and supports team members in the attainment of common goals;
• Ability to work comfortably without close supervision, yet know when to involve others and provide feedback;
• Ability to adapt easily to changing priorities;

• Ability to recognize which evidence is valid and relevant and can make sense of a range of material to get at the underlying issue and see the links between complex factors;
• Capable of effectively communicating ideas to others and ensuring mutual understanding, using clear and non-technical language;
• Ability to synthesize abstract concepts and to write and present reports in a structured and comprehensive way to a non-expert audience.
