Job Summary
The post holder will be responsible to the Director for all aspects of the administrative functions within the CEPOL Secretariat.
The Head of Corporate Services will be responsible for human resource management and personnel policy, budget and financial matters, accounting, payroll, information technology, procurement practices, infrastructure, health and safety, insurance and general administration practice.
The post holder shall from time to time deputise for the Director and may receive delegations and powers from the Authorising Officer, in compliance with the Financial Regulations.

Key Accountabilities
• To support the Director/Deputy Director of CEPOL in their function and
responsibilities as a member of the CEPOL management team.
• To ensure the leadership and management of the Corporate Services Department meeting the highest standards of administrative good practice and regulatory compliance whilst offering the required services to the CEPOL management, staff and stakeholders.
• To ensure that the Finance Unit and staff undertake their duties with due diligence and accuracy.
• Ensure that the Annual Budget is prepared on time and contains sufficient provisions to meet the demands of the Annual Work Programme
• To support and enable the preparation and execution of the Annual Work Programme, specifically ensuring the planning and excution of actions relating to the responsibilities of the Corporate Services Department.
• To provide regular finance and related management reports and information to the Director and the Governing Board.
• Provide advice to the Director legal matters regarding EU regulations and policies, applicable to the financial management of CEPOL
• To lead the Human Resources function ensuring that the Human Resources Officer and staff undertakes their duties with due diligence and accuracy.
• To ensure that the Secretariat has a fully compliant HR policy in accordance with the European Commission Staff Rules Regulations.
• To oversee the regular and timely operation of the payroll system, ensuring that it is adequate budgetary provisions to meet the CEPOL salary and staff payments obligations.
• Provide advice to the Director legal matters regarding EU regulations and policies, applicable to the staff of CEPOL
• Ensure there is an effective procurement system in place which is fully auditable, subscribes to best practice is in full compliance with the Financial Regulations.
• To manage the ICT function ensuring that the ICT Officer and staff undertakes their duties with due diligence and accuracy.
• To manage the preparation, implementation and execution of the CEPOL Information Management and ICT Strategies.
• To chair the ICT Steering Committee,
• Liaise with College of Policing, as the Secretariat’s landlord to ensure that best value is achieved in terms of providing office accommodation as well as the necessary support functions and services,
• Ensure that CEPOL both complies with and derives the benefits of the Headquarters Agreement with the UK Government.
• To provide advice to the Director on the legal interpretation of the EU rules, regulations and policies, applicable to the Secretariat personnel.

Eligibility Criteria
1 A level of education which corresponds to completed university studies of at least three years attested by a university diploma (i.e. Bachelor’s Degree)
2 At least 10 years professional experience, of which
• At least 4 years proven experience and in-depth knowledge in more than one area of administration;
• At least 3 years proven experience gained in a functional leadership role (Head of Unit or similar)
• At least 2 years professional experience in working in a multicultural, international and multidisciplinary environment.
2 Thorough knowledge of one of the languages of the Communities and a satisfactory knowledge of another language of the Communities to the extent necessary for the performance of his/her duties.
In addition, in order to be eligible the candidate must:
• Be a national of a Member State of the European Union;
• Be entitled to his or her full rights as a citizen;
• Have fulfilled any obligations imposed by the applicable laws on military service;
• Meet the character requirements for the duties involved and
• Be physically fit to perform the duties linked to the post.

Selection Criteria
1 Essential Selection Criteria
• Proven Financial Management and Budgeting experience at an organisational level;
• Proven management experience in Human Resource Planning and Management;
• Proven experience in Procurement Management
• Proven experience in ICT Management and Governance
• Proven experience in strategic planning, strategy development and implementation
2 Advantageous Selection Criteria
• Strong capacity in coordination of details with specific attention to achieving deadlines;
• Excellent inter-personal skills and capacity to work effectively within a team;
• High level communication and negotiation skills;
• Excellent analysis, synthesis and problem solving skills;
• Good organisational skills;
• Team working skills with a capacity to share knowledge effectively, build trust through operating with transparency and creating an open and positive environment;
• Service orientation skills;
• Capacity in establishing and maintaining effective working relations at different levels;
• Solid computer skills, including proficiency in all Microsoft Applications (Word, Excel, Powerpoint, Access, etc.)
• Excellent English communication skill - Ability to write and communicate orally in a clear and concise manner.
• Familiarity with ABAC;
• Degree of pro-activity and foresight will be highly valued.

Appointment and Conditions of Employment
A contract offer will be made as a member of the Temporary staff of the CEPOL Secretariat in accordance with the Conditions of Employment of Other Servants of the European Communities for a five year period, which may be renewed for an additional period of up to 5 years with any additional renewal being of an indefinite duration. The successful candidate will be recruited as AD 10. The estimated basic monthly salary shall be €8.064,86 euro, dependent upon relevant experience. The correction coefficient for the United Kingdom shall apply (current on date of publication of vacancy notice: 134.4%). The salary is free of national taxation. In addition, CEPOL will provide benefits and entitlements in line with those of European Union Civil Servants. The successful candidate shall undergo a probation period of 6 months.
The successful candidate will be appointed by the Director on the basis of a list of suitable candidates proposed by the Selection Committee. Candidates should note that the proposal may be made public and that an inclusion on a reserve list does not guarantee recruitment. The established reserve list may be used for the recruitment of similar posts depending on the needs of CEPOL and will be valid for a period of 18 months following the report of the Selection Committee (the validity of the reserve list may be extended).
For reasons related to CEPOL’s operational requirements, the candidate may be required to be available at short notice.
