Job description
The tasks of the Budget Assistant (financial initiator/verifier/authorising officer by sub-delegation) in the Administration Department will involve active participation in the implementation of the ACER’s budget by:
• Creating and processing financial commitments, financial identification forms and legal entities according to the Agency’s financial rules;
• Initiating, verifying and authorising financial transactions of the Agency;
• Supporting the monitoring and control of budget execution;
• Providing assistance for the opening and closing of the financial year of the Agency;
• Keeping records up to date;
• Liaising with the Procurement cell on contractual issues;
• Ensuring compliance with relevant Regulations and rules, audits and internal control statutory/regulatory requirements;
• Acting as a point of contact for queries about financial-related issues and facilitating the circulation of relevant information within the section, among the Departments and within the Agency;
• Acting as a back-up for any other staff member as appropriate; and carrying out any other duties required in the interests of the service.
The Budget Assistant will operate under the direction of the Head of the Administration Department.
The Budget Assistant may be required to assist in other areas of work of the Agency, according to needs and priorities, as planned and defined by the Head of the Administration Department.

A) Eligibility criteria
Candidates will be considered eligible for selection on the basis of the following formal criteria to be fulfilled by the deadline for applications:
1. To have a post-secondary education attested by a diploma, or a secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience of three years.
(Only study titles that have been awarded in EU Member States or that are subject to the equivalent certificates issued by the authorities in the said Member States shall be taken into consideration.);
2. By the closing date for applications candidates must, after obtaining the qualifications mentioned in point 3.A.1, have acquired at least 3 years of relevant professional experience;
3. To have a thorough knowledge of one of the official Community languages and a satisfactory knowledge of a second of these languages to the extent necessary to perform his/her duties;
4. Be a national of a Member State of the European Union;
5. To be entitled to his or her full rights as a citizen;
6. To have fulfilled any obligations imposed by the applicable laws concerning military service;
7. To meet the character requirements for the duties involved;
8. To be physically fit to perform the duties linked to the post;

B) Selection criteria
Essential
1. By the closing date for applications candidates must, after obtaining the qualifications mentioned in point 3.A.1, have acquired at least 3 years of relevant professional experience with tasks closely related to those described above4. Candidates are invited to briefly explain in their motivation letter in which positions they acquired this experience;
2. Professional experience of at least 3 years in a budget-related position in the public or private sector;
3. Education or professional training of at least 1 year in finance, economics or accounting;
4. Knowledge of the European Commission’s financial procedures and budget;
5. Experience in budget execution;
6. Excellent written and oral command (level C2) of the English language; candidates are invited to specify in their CV possible language certificates they have obtained and which can demonstrate their language skills (no copies needed at this stage);
7. Good written and oral command (level B2) of a second official language of the European Union including the mother tongue; for languages other than the mother tongue, candidates are invited to specify in their CV possible language certificates they have obtained and which can demonstrate their language skills (no copies needed at this stage);
8. High degree of organisational skills and ability to work in a team and under pressure; candidates are invited to specify in their CV or (briefly) in their motivation letter which type of processes or projects they worked on simultaneously and how they managed pressure and set their priorities;
9. Excellent analytical capabilities and problem-solving skills;
10. Ability to use electronic office equipment (word processing, spread sheets, finance management tools, presentations, electronic communication, internet etc.);
11. Familiarity with the mission, organisation and functioning of the Agency.

Advantageous
1. University or college degree obtained in a field relevant for the above tasks and duties (for example economics, accounting or equivalent);
2. Experience in using EU finance management tools such as ABAC, ABAC SAP;
3. Knowledge of EC administrative, budget and/or finance rules and procedures (especially the EC’s Financial Regulation and its implementing rules) as proven by professional experience;
4. Good written and oral command (level B2) of a third official language of the European Union; candidates are invited to list in their CV possible language certificates they obtained and which can demonstrate their language skills (no copies needed at this stage);
5. Knowledge of and experience with the organisation, structure and working procedures of Commission services and agencies; familiarity with the European Union, its institutions and decision making processes.

CONDITIONS OF EMPLOYMENT
In case of the use of the reserve list, the successful candidate will be appointed by the Director of ACER as a temporary agent at grade AST 3 pursuant to Article 2a of the CEOS for a period of 5 years which may be renewed.
Pay and welfare benefits
The pay of staff members consists of a basic salary supplemented with various allowances, including family allowances. Salaries are exempted from national tax, instead a Community tax at source is paid.
The indicative gross basic monthly salary for grade AST3, step 1, is 3.397,73 EUR.
The place of employment is Ljubljana (Slovenia).
