JOB DESCRIPTION:
ACER is seeking a temporary agent (TA) that will contribute to ACER's work in the Market Monitoring Department. Under the responsibility of the Head of Department and the Senior Market Data Management Officer, and jointly with colleagues working in the area of information technology, in the initial phase of the technical implementation of REMIT, the successful candidate will:
- Analyse possible technical solutions consistent with business and functional requirements, IT plans establishing goals and objectives regarding the development and use of IT and providing details about how the department intends to participate in meeting the goals of the Agency’s ICT strategy and, if relevant, define required customisations for the technical implementation of REMIT, namely the IT systems for the registration of market participants, for the collection of trade and fundamental data, for the data sharing between the Agency and competent national authorities, for the market monitoring and data security;
- Manage and coordinate the cycle of the assigned projects, coordinate the scheduling and follow closely the implementation of new IT systems for the technical implementation of REMIT;
- Be responsible for budget, planning, risk management and quality delivery for the technical implementation of REMIT;
- Manage contracts, follow up and procurements with external providers for the technical implementation of REMIT;
- Be responsible for the drafting of business requirements, functional and testing specifications and any other document required in the project for the technical implementation of REMIT;
- Coordinate integration and testing with business users and other IT teams for the technical implementation of REMIT;
- Coordinate and supervise the external consultants so as to ensure the delivery of expected solutions to business customers for the technical implementation of REMIT;
- Organise meetings and chair sessions with EU task forces to set business requirements for the technical implementation of REMIT.
In a second phase of the technical REMIT implementation following the entry into force of the REMIT implementing acts on data collection and in the operation of the REMIT monitoring system, the jobholder will also be contributing to the REMIT data collection operations. More specifically the successful candidate will:
- Ensure the operations, maintenance and evolution of the REMIT-related IT systems, in particular for data collection and registration databases and data warehouse for market monitoring;
- Identify sources of operational risk and minimise them through the development of appropriate procedures and controls;
- Supervise the overall design, building process, administration and maintenance and evolution of the REMIT-related IT systems;
- Co-operate with the Agency’s IT experts for ensuring appropriate coordination between application development and technical infrastructure (hosting of servers, database architecture, OS platform, storage area network, backup/restore systems);
- Co-operate with IT experts of National Regulatory Authorities, competent financial authorities of the Member States, national competition authorities, ESMA and other relevant authorities for sharing data in a secure and operationally reliable manner;
- Manage interfaces with data owners and data providers, such as trading venues, reporting parties on behalf of market participants and other REMIT stakeholders interested in data collection, in order to solve operational problems and collect feedback for possible improvements;
- Contribute to any other issue related to data collection and registration and other IT-related issues for the implementation of REMIT;
- Contribute to the evolution of the REMIT-related IT systems according to legislative and regulatory developments.
The jobholder will work in the Market Monitoring Department, under the direct supervision of the Senior Market Data Management Officer.

Conditions:
A) Eligibility criteria
Candidates will be considered eligible for selection on the basis of the following formal criteria to be fulfilled by the deadline for applications:
1. To have a level of education which corresponds to completed university studies attested by a diploma, when the normal period of university education is three years or more;
(Only study titles that have been awarded in EU Member States or that are subject to the equivalent certificates issued by the authorities in the said Member States shall be taken into consideration.);
2. By the closing date for applications candidates must, after obtaining the qualifications mentioned in point 3.A.1, have acquired at least 5 years of proven full-time professional experience acquired in a field relevant for this position;
3. To have a thorough knowledge of one of the official Community languages and a satisfactory knowledge of a second of these languages to the extent necessary to perform his/her duties;
4. Be a national of a member state of the European Union;
5. To be entitled to his or her full rights as a citizen;
6. To have fulfilled any obligations imposed by the applicable laws concerning military service;
7. To meet the character requirements for the duties involved;
8. To be physically fit to perform the duties linked to the post.

B) Selection criteria
Essential
Technical Skills
1. University education in a field relevant to this post (computer science/engineering, information and communication technology or similar academic area);
2. By the closing date for applications candidates must, after obtaining the qualifications mentioned in point 3.A.1, have acquired at least 5 years of relevant professional experience in the field of IT projects;
3. Good knowledge of project management principles, methods and practices as shown by professional experience;
4. Knowledge of databases architecture and management;
5. Knowledge of IT security;
6. Experience in market analysis in the field of financial and/or energy not based on statistical analysis;

Soft Skills
7. Ability to work under pressure and manage his/her priorities; capacity to manage and coordinate several processes and projects simultaneously;
8. Excellent written and oral command (level C25) of the English language; candidates are invited to specify in their CV possible language certificates they have obtained and which can demonstrate their language skills (no copies needed at this stage);
9. Good written and oral command (level B2) of a second official language of the European Union including the mother tongue; for languages other than the mother tongue, candidates are invited to specify in their CV possible language certificates they have obtained and which can demonstrate their language skills (no copies needed at this stage);
10. Excellent organisation and coordination skills;
11. Very good capacity to work as member of a team;
12. Motivation to work for ACER;
13. Leadership and capacity to establish and maintain good interpersonal relations;
14. Experience of working in an international environment;
15. Familiarity with the mission, organisation and functioning of ACER.

Advantageous
1. Experience in the management of medium-large scale EU/International projects with special focus on IT;
2. Experience in defining business requirements;
3. Experience in managing projects according to EU methodological and technical frameworks;
4. Experience in the management of EU procurement contracts;
5. Knowledge of IT architecture principles and integration of IT systems;
6. Risk management for IT projects;
7. Experience in modelling of statistical market models which are able to simulate a market based on complex rules and to reveal frauds, market manipulation, market abuse based on different approaches and methodologies;
8. Experience in attending or leading international groups and task forces;
9. Previous experience within an international and multicultural environment.

CONDITIONS OF EMPLOYMENT
The successful candidate will be appointed by the Director of ACER as a temporary agent at grade AD6 pursuant to Article 2a of the CEOS for a period of 5 years which may be renewed.

Pay and welfare benefits
The pay of staff members consists of a basic salary supplemented with various allowances, including family allowances. Salaries are exempted from national tax, instead a Community tax at source is paid.
The indicative gross basic monthly salary for grade AD6, step 1, is 4.921,28 EUR.

The place of employment is Ljubljana (Slovenia).
