Role Overview
The IT department is responsible for all information technology services at the Bank, including the delivery and support of business applications, IT Helpdesk support, desktop and laptop computers, telephones, faxes, printers, mobile telephones, Blackberries, as well as networks, servers and databases. The department consists of approximately 50 permanent staff and between 100 – 150 consultants and contractors.
The department has responsibility for the Bank’s IT Centrally Managed Budget totalling £19.5 million in 2012 consisting of £14 million capital budget and £5.5 million operating budget.
In addition the IT “Self-Managed” budget totalling £5.4 million consists of permanent staff costs and non-staff costs including travel, hospitality and training.
This role reports to the Manager, IT Front Office providing support to the IT Director and IT Managers. The role will entail providing analytical support with regards to the budgets controlled by the IT department together with supporting IT management as directed.
This role is currently offered on a short term (6 months) basis, but may eventually be converted to a regular position at a later date.
Key Responsibilities and Deliverables
· Budget Officer for IT Self-Managed and IT Centrally Managed budgets. This includes the following tasks:
Ø Analysis of self-managed and centrally managed budget execution.
Ø Alerting budget holders to any projected and actual budget overruns and proposing corrective action where necessary.
Ø Assisting in compiling of the IT Department’s annual business plan, centrally managed and self managed budgets (including mid-year and quarterly reviews).
Ø Providing budgetary analysis and assumptions for the annual business plan and mid/end of year budget reports.
Ø Raising and goods receipting of Purchase Orders for IT self managed and centrally managed budget where appropriate.
· Support IT staff in their compliance with departmental and Bank policies and procedures - in particular compliance with the Purchasing and Centrally Managed Budget procedures.
· Assist in producing monthly project status reports for the IT department including overall budget, project, staff and contractor status plus progress on major deliverables.
· Monthly reconciliation of the suspense account and recharges to user departments for centrally managed costs.
· Assistance with the testing (collecting of evidence) of the IT components of the Bank’s Internal Control Framework.
· Act as alternate for administration of active consultant’s contracts and other time critical tasks such as travel related requests/approvals and raising of purchase orders.
· Perform tasks as directed by management.
Essential Skills, Experience & Qualifications
· Educated to degree level or equivalent, including 'A' level or equivalent, in mathematics or statistics.
· Experience with budget management, budget forecasting and project budgets.
· Strong customer/client service orientation.
· Fluent English, both written and spoken.
· Computer Literate: Microsoft Windows XP, Outlook, Word, and PowerPoint.
· Advanced Microsoft Excel skills.
Desirable skills
· Knowledge of the Bank and departmental policies and procedures would be advantageous.
