Vacancy Notice No: HQ/12/FWC/TA116 Title: Medical Officer (part-time at 80%) Grade: P5 Contract type: Temporary appointment Duration of contract: 12 months Application Deadline: 13 November 2012 Duty Station: Geneva, Switzerland Organization unit: HQ/FWC Family, Women's and Children's Health (HQ/FWC) / HQ/RHR - Reproductive Health and Research (HQ/RHR) HQ/REN Research, Evidence and Norms OBJECTIVES OF THE PROGRAMME : The Department of Reproductive Health and Research (RHR) aims to promote and support an expanded global effort to enable people to protect their own health as it relates to sexuality and reproduction and to have access to and receive health services when needed. To achieve this, the Department advocates and promotes sound public health strategies, sets norms and standards, provides technical cooperation, and supports relevant research. RHR includes the UNDP/UNFPA/WHO/World Bank Special Programme of Research, Development and Research Training in Human Reproduction (HRP). HRP is the main instrument within the United Nations system for promoting, conducting, evaluating and coordinating interdisciplinary research on sexual and reproductive health; for collaborating with countries in enhancing national capacities to conduct this research; for promoting the use of research results in policy-making and planning for sexual and reproductive health care; and for the setting of standards and guidelines, including ethical guidelines, in the field of sexual and reproductive health research. More information about HRP can be found at http://www.who.int/reproductive-health/hrp Description of duties: Coordinate, adapt, actively disseminate and evaluate relevant policy and best practice for emergency risk management and humanitarian emergency response and recovery related to SRH. Publish a policy brief and related tools on integrating SRH into Health Emergency and Disaster Risk Management for launch at global meetings such as UN ISDR Global Platform 2013. Develop and update SRH standards, best practices and tools for health sector response and recovery in humanitarian emergencies. Convene a technical workshop on RH innovations and technologies for the humanitarian sector. Publish a policy brief on updated WHO SRH recommendations for integration and implementation in humanitarian settings. Strengthen the evidence base to improve interventions and delivery approaches and policies in SRH through evidence synthesis/systematic reviews and implementation research of global/national relevance. Provide technical support and research expertise to the IAWG Global Evaluation of RH in Emergencies through representation of WHO on the Steering Committee and leadership of relevant research components such as In-depth analysis, MISP, and HIS. Strengthen humanitarian and development linkages in SRH, other health areas and other sectors. Develop partnerships between humanitarian organizations and academic institutions for implementation research on SRH innovations and technologies such as misoprostol and non-pneumatic anti-shock garment (NASG) in humanitarian settings. Contribute to the literature in this area of work. Mobilize and deploy staff with technical expertise in SRH for humanitarian emergency response and recovery. Represent WHO in a joint project with UNFPA, Norwegian Refugee Council and UN OCHA for strengthening SRH Capacity in humanitarian action. Provide technical support, gather best practices and compile information for SRH in humanitarian emergencies and disasters. Participate and represent WHO/RHR in Initiatives such as Evidence Aid, a Cochrane Collaboration for the humanitarian sector. Strengthen SRH coordination and technical support to regions and Member States in emergencies. Actively participate and represent the Department in SO-5 Network and WHO's Emergency Response Framework, including deployment availability within 48 hours. Advocate for, and actively pursue opportunities for program growth, funding and support. Liaise with government and foundation donors, submit proposals and other relevant fund-raising documents, catalyze and contribute to resource mobilization efforts. REQUIRED QUALIFICATIONS Education: Essential Advanced University degree in medicine with postgraduate training in obstetrics and gynaecology. Desirable Completion of WHO Public Health Pre-Deployment Training Course. Completion of Global Health Cluster Coordinator Training Course. Skills: Excellent knowledge of the public health dimensions of SRH for crisis, conflict, and displaced populations. Proven fundraising skills for SRH in health emergency and disaster risk management. Expertise in interpreting and presenting scientific evidence objectively. Ability to design culturally acceptable strategies. Team-working skills in an international, multi-cultural and multi-disciplinary environment. Strong interpersonal skills. Skills required to use e-mail, scheduling, word processing and presentation software independently and efficiently. Skills in use of electronic bibliographic databases such as PubMed, including the design of complex search strategies. WHO Competencies: 1. Promoting WHO's position in health leadership 2. Experience: Essential More than ten years of experience in SRH programme design, implementation, training, and operations research in low resource settings with at least five years of experience at the field level, and considerable experience in SRH programmes in emergencies and crises at the field and global level. Desirable Contribution to publications in area of SRH for crisis, conflict and displaced populations. Languages: Excellent knowledge of English is essential.
