The WHO operates, on the basis of the biannual programmes, within the framework of the Country Cooperation Strategy (CCS), which reflects the medium-term vision for the WHO's collaboration with the Government of the Republic of Maldives in support of its national health strategies, policies and priorities. The current WHO CCS is an evolving framework to reflect priorities of the current health sector reform in the Republic of Maldives as well as with the on-going WHO reform directions. It has the following five strategic priorities: enhancing public health interventions to sustain achievements in MDGs and beyond at national and sub-national levels; strengthening of the health system based on the primary health care approach; preventing and controlling disease and disabilities; strengthening health information systems, monitoring and evaluation and research; partnership and coordination in support of effective health reforms and decentralization.

Description of duties:
The Medical Officer (Public Health Administrator) will be part of the team of the WHO Country Office in the Republic of Maldives and work under the direct supervision of the WHO Representative and in close collaboration with the National Professional Officer (Planning and Programme Management) and other WHO Country Office staff. To meet his/her performance expectations, the MO (PHA) will be required to maintain working relations and liaison with the national programme managers, Regional Advisers and staff of technical units of the WHO Regional Office for South-East Asia and WHO HQ as well as to coordinate and cooperate with multiple stakeholders with join interest in the areas of WHO programmes focus. MO (PHA) will be required to possess considerable amount of technical knowledge on the issues of public health to exercise fair level of independent judgement and initiative. Tact and sound communication skills will be required to negotiate and coordinate with relevant government officers and other relevant partners, also while working with WHO technical missions, technical and implementing agencies, departments and programs within and outside of WHO.

1. Collaborates with national stakeholders and provides technical support in the formulation of the WHO programmes, detailed planning, management, implementing and monitoring of the WHO programme performance in the Republic of Maldives. This includes providing advice and assistance in the development of workplans, screening proposals for technical soundness, mid-term and end-of-biennium performance assessments, monitoring and verification of programme performance in terms of efficiency, accountability and achievement of results.
2. Works as a technical liaison for preparation, coordination and organization of the WHO technical assistance missions, including efficient travel and meeting schedules, briefings/ de-briefings and supervision/quality check of technical assistance. Works in close collaboration with the technical advisers to align the recommendations to the national context and ensure coherent and logical follow-up within the WHO programmatic activities.
3. Actively seeks, working with experts and missions as well as through WHO and other sources, and provides valid technical information, statistics and updates on the issues related to public health of national importance and its relation to the regional and global priorities through various established platforms, e.g. programme meetings, stakeholders' meetings, newsletters, WHO website and other official electronic channels.
4. Provides broad technical support in strengthening disease surveillance, health situational analysis and factors affecting it, advancement of research agenda, development of national strategies and programmes for prevention and management of common and emerging public health problems.
5. Coordinates and assists in preparation for the national and international meetings, workshops and other events by providing necessary technical support in developing briefs and background documentation, including review of the statistics, programmatic status and health situation overview.
6. Provides technical assistance in developing proposals for funding in the areas of public health as required.
7. Updates and maintains WHO website information to highlight programmatic progress as well as information on health situation and public health priorities in the Maldives.
8. Performs any other duties as assigned by WHO Representative.


Essential: Medical degree from a recognized university and Master's degree in Public Health, Health Systems Management, Health Financing and/or other relevant field.
Desirable: Training in epidemiology and biostatistics.

Functional Skills and Knowledge:
1. Knowledge and proven experience in public health and development work in limited resource environment including policy, planning, service delivery, quality improvement, and monitoring and evaluation.
2. Sound knowledge in programme development, planning, implementation, and management skills, including proposal development.

Other Skills (e.g. IT): Proficiency in standard MS Office software applications. Familiarity with statistical, financial/ accounting, and database applications is an advantage.

Essential: At least 7 years of progressive experience with a focus on planning and management of health services and development programmes at national level including 3 years of international working experience.

Desirable: Experience in multiple settings and countries undergoing health sector reforms. Experience in developing countries.

Excellent knowledge of written and spoken English required.

Annual salary: (Net of tax)
US$ 67,483 at single rate
US$ 72,467 with primary dependants
