Section of Cancer Information (CIN)

OBJECTIVES OF THE PROGRAMME :
The Cancer Information (CIN) Section at IARC is responsible for the collection, analysis and dissemination of information concerning the global cancer burden. In order to achieve this objective, CIN Section works closely with and provides support to cancer registries around the world and, in particular, seeks to increase capacity for cancer registration in low- and medium-resource countries. Alongside the use of cancer registry data in the production of online global cancer statistics tools, incorporated into the CancerMondial website (http://www-dep.iarc.fr/), CIN Section is responsible for developing and training in CanReg5, an open source tool to input, store, check and analyse cancer registry data. CanReg is the predominant registration software used by cancer registries in developing countries.

Description of duties:
Under the supervision of the Head of the CIN Section, the incumbent performs the following duties :
1) Oversee IT/programming related matters in CIN Section (i.e. database management, web sites and CanReg) and plan the development of these services, ensuring their future fitness for purpose and utility as well as the appropriate exploitation of current software.
2) Ensure continued development of CanReg5 which entails:
- software analysis and design (on a regular basis as new features are added to CanReg5),
- software development and maintenance (using the Java programming language and other open source technologies),
- testing and debugging updates for distribution and deployment of CanReg worldwide,
- development of CanReg5 documentation to keep consistent with improvements and in response to user feed-back,
- maintenance of the relevant manual, handbook, a website, and
- preparation of online videos and webinars, and delivery of presentations at conferences.
3) Deliver training in CanReg during IARC regional training courses, at the IARC Summer School and for registry staff who come as visitors to IARC. This responsibility includes helping in the development of training material (including practical exercises and online distance learning material) and coordinating advanced training of regionally based trainers in IARC hubs.
4) Coordinate support to CanReg users by dealing with regular and continous enquiries during all phases of operation of CanReg in a timely manner. (Around 300-400 requests a year, ranging from tailoring of CanReg databases, installation of CanReg, converting data for import into CanReg, using the built-in analytical tools and other technical questions.)
5) Coordinate the translation of the CanReg5 software, the training material and the handbook from English into other languages.
6) Supervise and provide input into the development of other IT/programming related projects in CIN Section e.g. DEPedits data checking and coding routines and projects to modernise the CancerMondial and IACR websites and fully integrate underlying databases.
7) Collaborate with other (open source) projects on cancer information, e.g. as developed by the NCI in the US and the NHS in the UK.
8) Collaborate with others (both within and outside CIN section) on computer science related matters, e.g. record linkage. (For example GHIS in Gambia and ICE in Kenya).
9) Supervise and mentor programmers and database managers within CIN Section
10) Work with and, in some cases, manage relationships with relevant external partners and/or consultants who may be contracted to undertake relevant IT/programming developments.
11) Perform other related duties as may be assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education:
Essential: University degree or equivalent formal qualification in Computer Science or related discipline.

Skills:
Advanced knowledge of object oriented programming (Java), software analysis, design and development.
Capacity to manage workload and set priorities.
Able to allocate work to others and follow it up.
Knowledge of CanReg software.
Good communication skills and proven teaching abilities.
Ability to work harmoniously as a member of a team and to adapt to diverse educational and cultural backgrounds.
Awareness of software developments and of modern software development tools.

Experience:
Essential: At least two years' progressively responsible experience in computer programming preferably including some experience in an international environment. Experience in application analysis and design. Experience of CanReg software.

Desirable: Experience in disease registration issues.

Languages:
Fluent in English with working knowledge of French. Other languages are an advantage.

Annual salary: (Net of tax)
58095 Euros at single rate
61937 Euros with primary dependants
