JOB DESCRIPTION
Overall purpose:
The Head of the Consumers and Food Safety Unit will be responsible for managing the human, financial and technical resources of the unit and for all the phases in the lifetime of Consumers projects and "Better Training for Safer Food" actions, from the publication of calls to final Community payments and the dissemination of results.
S/he will report directly to the Director.
Duties:
- Define the work programme of the unit, determine its priorities within the overall objectives of the Agency's work programme.
- Ensure effective planning and management of the unit activities: supervise, control and report on the unit performance
- Manage human resources of the unit: participate in personnel selections, determine staff requirements, set their objectives and evaluate their performance
- Report to the Director on staff and related organization matters.
- Motivate and support the unit staff to attain their objectives and to realise their potential.
- Manage financial resources of the unit in accordance with the Financial Regulations, implementing rules and procedures; contribute to budget forecasts and supervision of budget execution.
- Coordinate the publication of the call for proposals and the calls for tenders of the unit;
- Supervise the opening, evaluation and negotiation of proposals under Calls for proposal. Supervise the opening and evaluation of bids under Call for tender;
- Supervise the implementation of projects and the assessment of deliverables under public procurement. Ensure that the relevant deliverables are completed in due time;
- Gather, analyse and pass on all the information needed to guide the implementation of the programmes;
- Supervise the finalisation of the contracts in collaboration with technical and financial officers. Validate grant agreement and contract amendments;
- Coordinate with Commission services on programme execution;

QUALIFICATIONS AND EXPERIENCE REQUIRED
A. Eligibility criteria
Candidates will be considered eligible for selection on the basis of the following formal criteria to be fulfilled by the deadline for applications:
1. Completed university studies of at least four years in economics, law, veterinary medicine or related scientific domains, attested by a diploma. (Only study titles that have been awarded in EU Member States or that are subject to the equivalence certificates issued by the authorities in the said Member States shall be taken into consideration.);
or
Completed university studies of at least three years in economics, law, veterinary medicine or related scientific domains, attested by a diploma. Appropriate professional experience of at least one year acquired after having completed the university studies referred to above. (Only study titles that have been awarded in EU Member States or that are subject to the equivalence certificates issued by the authorities in the said Member States shall be taken into consideration.);
2. In addition to the above, 15 years of professional experience after the award of the university degree of which at least three years in a management role.
3. Knowledge of languages:
Main language: To have a thorough knowledge of one official language of the EU
Second language: to have a satisfactory knowledge of English, French or German (the second language must be different from the main language)
4. To be a citizen of a Member State of the European Union;
5. To be entitled to his or her full rights as a citizen;
6. To have fulfilled any obligations imposed by the applicable laws concerning military service;
7. To meet the character requirements for the duties involved;
8. To be physically fit to perform the duties linked to the post .

APPOINTMENT AND CONDITIONS OF EMPLOYMENT
The successful candidate will be recruited as a temporary agent at grade AD 11.
The place of employment will be Luxembourg where the Agency has its premises.
