Reporting directly to the Head of the Budget and Finances Group, the main tasks for this position will include:
1. Assisting the immediate superior: assisting the Head of the Budget and Finances Group in the day-to-day running of the Section; helping to draw up the work programme and the activity report; compiling the relevant statistics; making suggestions for improvement in his/her field of responsibility; coordinating and keeping administrative documents up to date and contributing to the maintenance of a good working environment, based on trust, in order to continuously improve the quaiity of the service and the efficiency of the immediate superior.
2. Management and follow-up activities: manage and foliow up the Group's activities:
• Ex-ante financial verification: checking all financial aspects of all the Centre's transactions to ensure the compiiance offiles for the authorising officer.
• Inventory role: monitoring and checking, under the authority of the Head of the Budget and Finance Group, all the Centre's items entered on the inventory to reflect the Centre's assets in the year-end balance sheet.
• Monitoring and checking the Centre's payment deadlines: seeing to the day-to-day management of all payments falling due in order to avoid any late payments.
3. Other support activities: performing various tasks such as taking delivery, checking and processing of administrative documents; welcoming, informing and advising staff, being in touch with various externai partners in order to facilitate the handling of files; implementing and checking procedures, drafting related administrative documents; providing information on, and explaining, the application of regulations and procedures; drafting the Section's general correspondence (letters, notes, minutes, certificates, etc.) in order to contribute to the smooth functioning of the service.
To be eligibie to take part in this selection procedure, the appiicant must, on SEP-20-2012 the closing date for oriline applications, meet the following requirements:
• Be a citizen of a Member State of the European Union.
• Quaiifications: have a level of post-secondary education attested by a diploma, or
a levei of secondary education attested by a diploma giving access to post-secondary education, and appropriate professiona! experience of at least three years.
The secondary education diploma giving access to post-secondary education may be replaced by a certificate of adequate professional training of not iess than three years on condition that there was no similar professional training giving access to higher education at the time it was issued.
• Language skills: have a thorough knowledge of one of the officîal (anguages of the European Union and a satisfactory knowledge of another official language of the European Union, to the extent necessary for the performance of duties,
• Professional experience: after obtaining the above-mentioned quaiifications, have acquired at least two years' professional experience relevant to the nature of the tasks.
• very good knowledge of French or English and a satisfactory knowledge of French or English, both written and spoken;
• knowledge of an accounting system (SAP, ABAC, SI2 or equivalent).
- satisfactory knowledge of the software BuinessObjects;
- knowledge of the Financial Reguiation of the European Union;
- work experience at a European or internaţional organisation.
• Written and oral communication: good writing and summarising skills and an ability to communicate in the relevant foreign languages.
• Interpersonal skills: ability to work in a team, to communicate well at aii leveis (internai and externai), and to work in a multilingual environment.
• Sense of responsibility: discretion, confidentiality, precision, availability, efficacy and punctuality.
• Organisational skills: ability to manage various tasks and to set priorities, have a methodicai approach, able to take initiative and multi-task.
• Adaptabilitv: abie to help others and to work even when under pressure, able to learn and to adapt to developments in the IT environment.
These skills will be evaluated in the written test or interview .
The successful applicant will be recruited in Function group lI. The basic monthly salary for grade 4 (step 1) is EUR 1919.18. In addition to the basic salary, various allowances may be added, such as a household allowance, an expatriation allowance (16% of basic salary), etc.
In addition, in order to be eligilible and before being appointed, the applicant must:
• have fulfilled any military service obligations imposed on them by law;
• meet the character requirements for the duties involved (enjoy ful! rights as a citizen);
• undergo a medical examination carried out by the Translation Centre's medical officers in order to satisfy the requirements of Article 28(e) of the Staff Regulations of Officials of the European Communities.
