Function
A vacancy for an IT Expert has arisen in the Systems Section, which forms part of the Infrastructure and Operations Division of the Directorate General Information Systems. The Section is responsible for third-level support as well as for maintenance and infrastructure development activities related to
the UNIX and Windows environments.
The primary responsibility of the IT Expert will be to provide UNIX third-level support and system engineering of server environments. Other tasks will include designing and implementing improvements to the existing UNIX server infrastructure (in cooperation with the architecture and security functions).
The successful applicant will be entrusted with the following main tasks:
- providing conceptual proposals and recommendations for improving the existing IT system landscape in cooperation with the architecture and security functions;
- contributing to IT project management tasks (such as drafting technical specifications, preparing technical designs for the infrastructure, evaluating and selecting new products, and planning and reporting);
- contributing to IT projects during the different stages of the implementation of applications (such as analysis, development, testing, maintenance, release and documentation);
- providing third-level support for UNIX infrastructure and application hosting services, including the use of diagnostic tools to identify and monitor any need for preventive or remedial maintenance;
- investigating, diagnosing and resolving incidents and problems escalated from the IT Service Desk or identified as a result of non-user-initiated activities;
- maintaining accurate and up-to-date technical documentation for each application (including operational requirements and release management plans), transferring knowledge to colleagues and ensuring sufficient documentation is available for tasks to be assigned to first and second-level support;
- participating in recovery and contingency exercises and ensuring that IT operations and support staff can recover systems in accordance with the predefined plans and documentation;
- planning, preparing and documenting maintenance activities (such as patches and software upgrades) that are required to keep systems running in an optimal condition.

The holder of this position is expected to perform on-call duties.
To enable the business unit to maintain its business continuity capability, the holder of this position will occasionally be expected to perform work during non-standard working hours and work at the ECB’s standby sites.

Qualifications and experience
Applicants must have the following knowledge and competencies:
- a master’s-level university qualification in computer science, computer engineering or related disciplines;
- a broad academic knowledge of all disciplines covered by an IT department developing and operating mission-critical applications (e.g. software development, databases, networks, operating systems, IT security);
- five years’ proven experience as a UNIX Systems Engineer;
- expert knowledge of high-availability systems supporting mission-critical applications;
-proven technical conceptual skills and the ability to design complex technical systems;
- proven experience in drafting technical proposals and presenting them orally;
- expert knowledge of Oracle/Sun Solaris and the LINUX Server operating system;
- a working knowledge of IP networking concepts, Storage Area Network technology and security;
- a proven knowledge of the following technologies would be an asset: VMware ESX; Windows Server operating systems; Oracle RDBMS dministration;developments in current PC technology, Java, LDAP, client-server architecture and/or firewall technology; IT service management processes and best practices (such as ITIL), particularly in the areas of problem management, release management, capacity planning and service level management.
- fluent command of English with proven drafting ability;
- a working knowledge in at least one other official language of the EU;
- a working knowledge of MS Office, in particular Word, Excel, PowerPoint and Access.

Fixed-term contract until 30 September 2014, which may be extended subject to individual performance and organisational needs.
