The European Aviation Safety Agency (EASA) VACANCY NOTICE REF.: EASA/AD/2012/035 Deadline for applications: 11/10/2012 at 23:55 hrs CET (Cologne time) Type of contract: Temporary Agent Function group and grade: AD 7 Place of employment: Cologne, Germany Duration of contract: 5 years, with possibility of extension Monthly basic salary: 5.568,11 EUR at step 1, plus specific allowances where applicable. JOB CONTENT The job holder will report directly to the Safety, Software and Airborne Electronic Hardware Section Manager of the Experts Department of the Certification Directorate and will assist Project Certification Managers (PCMs) and Certification Teams in dealing with the day-to-day regulatory activities for projects being conducted by the Agency. Main tasks and responsibilities: - Verifying the demonstrations provided by applicants for compliance with applicable airworthiness requirements in the domain of Software, Airborne Electronic Hardware (AEH), Aircraft/Engine Development Assurance and Safety Assessment, under the coordination of the PCM and in cooperation with experts of other disciplines; - Contributing to the approval of repairs, changes, service instructions and Supplemental Type Certificate (STCs) on corresponding products; - Ensuring in-service-defects relevant to Software and Airborne Electronic Hardware are investigated and all necessary actions are taken to maintain safety standards; - Ensuring that required Airborne safety standards are maintained post-Type certification by assessing relevant information, including service experience, and taking appropriate follow up action where necessary; - Participating in the development of interpretations of existing requirements, in order to cover new technologies, novel applications of existing technology, and novel proposals for compliance showing; - Providing advice in the development of new airworthiness requirements, including relevant parts of Aircraft/Engine Certification Specifications and advisory and guidance material in co-operation with the EASA Rulemaking Directorate; - Contributing to the development of policies and requirements as well as their interpretation in the Software and Airborne Electronic Hardware discipline; - Providing a source of assistance and expert advice within the Agency (i.e. flight standards activities, ATM/ANS, organisation approvals, accreditation activities, standardisation and training, safety recommendations) and outside the Agency (i.e. industry, academic organisations and governments); - Ensuring technical coordination and training for less experienced experts in the Software and Airborne Electronic Hardware discipline. PROFESSIONAL QUALIFICATIONS AND OTHER REQUIREMENTS A. ELIGIBILITY CRITERIA To be considered eligible, candidates must satisfy all the eligibility criteria by the deadline for submitting applications, as specified in this vacancy notice: - At least a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more and, after having obtained the university degree, at least 6 years of professional experience; OR At least a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is three years and, after having obtained the university degree, at least 7 years of professional experience; OR Where justified in the interest of the service, professional training of an equivalent level, in a relevant technical domain and, after having completed the professional training, at least the professional experience indicated in the table below: Duration of the professional training in years /Professional experience in years Less than 1 year / 13 years At least 1 year but less than 2 / 12 years At least 2 years but less than 3 / 11 years 3 years or more / 10 years - Thorough knowledge of one of the languages of the European Communities and a satisfactory knowledge of another language of the Communities to the extent necessary for the performance of the duties; - Be a national of a Member State of the European Union, Iceland, Liechtenstein, Norway or Switzerland; - Be entitled to the full rights as a citizen; - Have fulfilled any obligations imposed by the applicable laws on military service; - Meet the character requirements for the duties involved; - Be physically fit to perform the duties linked to the post. B. SPECIFIC COMPETENCES AND SKILLS 1. Essential requirements The professional experience required under part A, must have been acquired in a similar technical environment to that of the activities outlined in the job description; At least 3 years of work experience in the field of Software or Airborne Electronic Hardware gained in the industry or when working for a National Aviation Authority (NAA); Proven experience of aircraft/engine software or AEH certification activities, including knowledge of related certification specifications and guidance material; Good knowledge of Software and AEH development environment including standards (e.g. Eurocae ED-12B, ED-80, ED-79A, etc.), methods, tools and language used in aircraft/engine systems development, as shown by professional experience and/or training; Good command of both written and spoken English. 2. Advantageous requirements Knowledge of the European or foreign Authorities (NAAs, Federal Aviation Administration (FAA), Transport Canada Civil Aviation (TCCA), etc.) within the scope of this job description as shown by professional experience and/or training; Good knowledge of aircraft/system Safety Assessment and Development Assurance environment including standards (e.g. Eurocae and Society of Automotive Engineers standards: ED-79, ED-79A, ARP-4761, etc.), methods, and tools used in aircraft/engine systems development; Experience in working in an international environment.
