JOB CONTENT
The Safety Information Officer (SIO) reports to the Manager of the Safety Information Section of the Internal Occurrence Reporting System (IORS) Department. He/she ensures a timely and consistent process for the publication of EASA AD and SIB.
The Safety Information Officer also supports specific projects targeted to improve the quality of the Agency’s safety publications system or specific tasks related to the other missions of the section, depending on the agreed internal work sharing.
The jobholder will be in particular responsible for:
Processing incoming requests to issue ADs and SIBs; Ensuring, together with the other Safety Information Officers, timeliness and consistency in the drafting of ADs and SIBs, using in particular the guidance provided by the EASA AD Writing Instructions; Preparing Comment Response Documents resulting from AD and SIB public consultations; Establishing and maintaining appropriate links with the relevant Project Certification Managers (PCMs); Supervising the publication of ADs and SIBs on the EASA website; Supervising the distribution of ADs and SIBs to Type Certificate (TC) Holders and to States of Registry; Supporting dedicated projects targeted to improve the quality and efficiency of the Agency’s publication system, such as:
o Uploading in the AD publication tool of pre-EASA ADs;
o Specification and testing of improvements to the AD publishing tool;
o Supporting in drafting or reviewing procedures and work instructions related to the process of Continuing Airworthiness of Type Design, including the processes of AD and SIB drafting. Contributing to prepare statistics on EASA ADs in order to identify possible trends and/or repetitive unsafe conditions. Supporting other specific tasks, depending on the agreed internal work sharing, such as:
o Contributing to the update of the procedures and policies for Continuing Airworthiness of Type Design;
o Coordinating of accident investigation related tasks within IORS Department.

PROFESSIONAL QUALIFICATIONS AND OTHER REQUIREMENTS

A. ELIGIBILITY CRITERIA
In order to be eligible candidates must:
- Be a national of a Member State of the European Union, Norway, Iceland, Liechtenstein, Switzerland or from one of the other EUROCONTROL member states, not included in the previous list;
- Produce evidence of a thorough knowledge of one of the Community languages and a satisfactory knowledge of another Community language (candidates from a non-member country of one Community language necessary for the performance of his/her duties);
- Have at least three years of experience in administrative, legal, scientific, technical, advisory or supervisory functions;
- Be employed at the time of secondment for at least 12 months by a national, regional or local public administration or an IGO (SNE’s employer must be at least part of the public sector or is an independent university or research organisation that does not seek to make profit for redistribution).

B. SPECIFIC COMPETENCES AND SKILLS
1. Essential requirements
- Proven knowledge of international and European regulatory frameworks for aviation Product Certification and Continuing Airworthiness as shown by training or professional experience;
- Proven knowledge of EASA requirements pertaining to Continuing Airworthiness of Type Design as shown by training or professional experience;
- The professional experience required must have been acquired with a minimum of 2 years in a similar environment to that of the activities outlined in the job description or in positions related to the activities contained in the job description;
- Ability to use office automation equipment and contemporary standard computer software;
- Good command of both written and spoken English.
2. Advantageous requirements
- Experience in working with databases and/or publication tools;
- Experience in designing and/or developing databases and/or publication tools;
- Professional experience in a multicultural environment;
- Knowledge of Aviation Safety Regulations as shown by training or professional experience;
- Knowledge of national and international organisations operating within the scope of the Agency’s activities as shown by training or professional experience;
- Post-graduate studies in one of the fields related to the job description.

- Strong personal commitment to aviation safety;
- Ability to cope concurrently with a large number of tasks and to work under time pressure;
- Good communication skills including the ability to produce and hold presentations for a variety of audiences;
- Proven experience in writing publications on technical topics, in English;
- Ability to write clear and concise reports;
- Capacity to summarise complex situations and convey key messages to direct management;
- Proven capacity to communicate and liaise with internal and external parties;
- Effective organisation skills;
- Strong commitment to promoting a service minded and customer oriented administration;
- Motivated, dynamic personality with strong aptitude for team work;
- Developed sense of initiative;
- Ability to identify key points and problems as well as links between issues including the ability to consider alternative options and their impact on results;
- Proven ability to work independently with minimum supervision.
