Assistant - Europass
Initial contract period: 5 years

The job profile
Europass is an initiative of the European Union to support mobility of citizens. Launched in 2005, the Europass portfolio contains five documents:
- two completed by citizens:
• the Curriculum Vitae, helping citizens present their skills and qualifications effectively and clearly using online tutorials or downloading the template, examples and instructions.
• the Language Passport, a self-assessment tool for language skills and qualifications.
- three documents issued by education and training authorities, the:
• Europass Mobility, recording knowledge and skills acquired by European citizens in another European country;
• Certificate Supplement, describing knowledge and skills acquired by holders of VET certificates;
• Diploma Supplement, describing knowledge and skills acquired by holders of higher education degrees.
In 2013, a sixth document (working title ‘’Europass experience’’) will enable citizens to record knowledge and skills acquired mainly in non-formal settings and facilitate their validation. Citizens will also have the possibility to attach documents to their CV by creating an electronic portfolio, called the European Skills Passport.
A network of National Europass Centres ensures implementation of Europass at national level.
JOB TASKS AND RESPONSIBILITIES
Contribute to design, development and implementation of Europass documents in particular by:
• Assisting in the design of Europass documents;
• Formatting the final templates;
• Drafting the instructions for using the documents;
• Coordinating translation of templates in at least 26 languages;
• Carrying out final quality checks of documents in cooperation with National Europass Centres;
• Uploading templates and supporting documents.
Contribute to design, development and implementation of Europass web resources in particular by:
• Assisting in defining specifications and design of Europass web resources;
• Planning and monitoring development phases;
• Testing deliverables and providing feedback;
• Ensuring quality control of final deliverables;
• Maintaining and editing the web resources in at least 26 languages.
Support users in implementing and using Europass by:
• Replying to users’ feedback on Europass web resources and providing guidance;
• Assisting National Europass Centres in implementing Europass web resources.
Ensure consistency between Europass and related learning-outcomes based European tools and initiatives, such as the European qualifications framework, the European credit system for VET, the European skills, competences and occupations taxonomy and validation of learning outcomes, by:
• Assisting project managers in ensuring consistency in the implementation of common European tools;
• Liaising with experts dealing with the above projects;
• Keeping up to date on developments in VET and employment policy.
FORMAL REQUIREMENTS
To be considered eligible, applicants must:
• Be a citizen of one of the Member States of the European Union;
• Have completed a level of post-secondary education attested by a diploma and after having obtained the diploma, 6 years of appropriate full-time professional experience
OR
a level of secondary education attested by a diploma which gives access to post- secondary education and after having obtained the diploma, 9 years appropriate full-time professional experience;
• Have a thorough knowledge of one of the languages of the Communities and satisfactory knowledge of another language of the Communities;
• Enjoy full rights as a citizen;
• Have fulfilled any obligations imposed by the laws on military service;
• Be physically fit to perform the duties relating to the post.
APPLICANTS WILL BE ASSESSED AGAINST THE FOLLOWING SELECTION CRITERIA
Education, knowledge and professional experience
• Of the 6 (or 9) required years of experience (see formal requirements above), at least 3 years professional experience must be in comparable tasks, including managing web platforms and/or web content in subject areas related to education and training or the labour market;
• Very good written and spoken English;
• Very good computer skills and knowledge of MS Office software;
• Good command of web content management systems (CMS);
• Proven experience in using web-based issue-tracking systems;
• Good technical skills to create web pages.
Professional competences and skills
• Very good team working skills;
• Very good communication, organisational and interpersonal skills;
• Strong sense of initiative, adaptability, responsibility and autonomy;
• Ability to plan, set priorities and deliver results on schedule;
• Ability to anticipate and accept new demands and challenges, to manage a range of tasks, respond to ad hoc requirements and work constructively under pressure;
• Good organisational and problem solving skills;
• Persistence, accuracy, task focus and result-orientation.
Contractual conditions
The contract is for 5 years with the possibility of renewal.
The successful candidate will be recruited in grade AST 4. The basic monthly salary for grade AST 4 (Step 1) is approximately € 3840. The salary is subject to a salary weighting (currently 94.8%) and a Community tax deducted at source but it is exempt from national taxation. In addition, staff members may be entitled to various allowances such as household allowance, expatriation allowance, dependent child and education allowance.
The place of employment is Thessaloniki where Cedefop is located.
