JOB DESCRIPTION
The Senior Market Data Management Officer will ensure the design, planning, procurement and deployment of the system for data collection required for supporting the monitoring activities to be performed by ACER under REMIT. The Senior Market Data Management Officer will then be responsible for managing the system in a secure and efficient manner. He/she will be an IT expert with excellent leadership skills, high tech expertise, proven change management and project management skills, including knowledge and experience of the full project delivery lifecycle. He/she will ideally have experience of data collection in wholesale energy markets and/or financial markets and/or regulatory authorities.
More specifically, the tasks of the jobholder will include:
Ensuring the design of the wholesale energy data collection system for REMIT purposes
• Analyse and define functional and technical requirements for the market data collection system that ACER will set-up for implementing REMIT;
• Modelling data structures and functional use cases for software applications related to REMIT, especially in web-based environment;
• Define security procedures and protocols for network management, transmission of encrypted messages and access to data in order to ensure confidentiality, integrity and protection of data.
• Managing the delivery project for the IT systems related to REMIT
• Develop technical specifications for each module of the REMIT-related IT systems (data collection, registration and market monitoring)
• Manage the outsourcing process for the delivery of the REMIT-related IT systems, including technical evaluation and selection, negotiation of terms and contractor relationship management;
• Monitor and control progress in the development and deployment of the REMIT-related IT systems, including scope, schedule, costs, quality and risks, and take action where these deviate from agreed tolerances;
• Check the periodical measurement of functional size of the web applications developed for REMIT purposes and manage relationships with the contractor in case of disputes;
• Manage the final acceptance test of each module of the REMIT-related IT systems.
Managing the data collection operations
• Ensure the operations, maintenance and evolution of the REMIT-related IT systems, in particular for data collection and registration databases and data warehouse for market monitoring;
• Identify sources of operational risk and minimise them through the development of appropriate procedures and controls;
• Supervise the overall design, building process, administration and maintenance and evolution of the REMIT-related IT systems;
• Co-operate with the Agency’s IT experts for ensuring appropriate coordination between application development and technical infrastructure (hosting of servers, database architecture, OS platform, storage area network, backup/restore systems);
• Manage relationships with IT experts of National Regulatory Authorities, competent financial authorities of the Member States, national competition authorities, ESMA and other relevant authorities for sharing data in a secure and operationally reliable manner;
• Manage interfaces with data owners and data providers, such as trading venues, reporting parties on behalf of market participants and other REMIT stakeholders interested in data collection, in order to solve operational problems and collect feedback for possible improvements.
Contribute to ACER strategy and policy for REMIT implementation
• Support the Head of Department on any issue related to data collection and registration and other IT-related issues for the implementation of REMIT;
• Actively contribute to define the strategic evolution of the REMIT-related IT systems according to legislative and regulatory developments;
• Contribute to the preparation of REMIT annual report, annual work programme and overall ACER policy and strategy for REMIT effective implementation.
• Until the Market Monitoring Department is established, the jobholder will be assigned to the Director’s Office.
Eligibility criteria
Candidates will be considered eligible for selection on the basis of the following formal criteria to be fulfilled by the deadline for applications:
1. To have a level of education which corresponds to completed university studies attested by a diploma, when the normal period of university education is four (4) years or more
or
a level of education which corresponds to completed university studies attested by a diploma, followed by professional experience in that field of at least one year when the normal period of university education is three years.
2. By the closing date for applications candidates must, after obtaining the qualifications mentioned in point 1, have acquired at least nine (9) years of professional experience relevant with the position;
3. To have a thorough knowledge of one of the official Community languages and a satisfactory knowledge of a second of these languages to the extent necessary to perform his/her duties;
4. To be a national of a member state of the European Union;
5. To be entitled to his or her full rights as a citizen;
6. To have fulfilled any obligations imposed by the applicable laws concerning military service;
7. To meet the character requirements for the duties involved;
8. To be physically fit to perform the duties linked to the post.
CONDITIONS OF EMPLOYMENT
The successful candidate will be appointed by the Director of ACER as a temporary agent at grade AD8 pursuant to Article 2a of the CEOS for a period of 5 years which may be renewed.
Pay and welfare benefits
The pay of staff members consists of a basic salary supplemented with various allowances, including family allowances. Salaries are exempted from national tax, instead a Community tax at source is paid.
The indicative gross basic monthly salary for grade AD8, step 1, is 6.299,95 EUR. Nevertheless, this basic salary is adapted through a series of allowances (e.g. household allowance, dependent child allowance, pre-school or education allowance, expatriation allowance, installation allowance, etc.) according to the personal situation.
The place of employment will be Ljubljana (Slovenia), where ACER is based.
