Vacancy for a post of Finance and Accounting Assistant (Contract Agent, FG III)

Profile
The Finance and Accounting Assistant will be working either in the Finance and Budget Sector of the General Affairs and Administration Unit of EASO or with the Accounting Officer.
The selected candidate will be responsible for the following tasks:
Financial Management Transactions
• Act as a data entry and financial initiating agent for commitments and payments ensuring the legality and regularity of financial transactions;
• Execute the day-to-day financial management transactions (commitments, payments, reimbursements, recovery orders, de-commitments) in the financial software, ensuring their financial and procedural correctness, i.e. in conformity with the contracts and relevant financial regulations;
• Monitor the financial aspects of contract implementation, preparing and maintaining follow-up tables;
• Check incoming invoices/reimbursement requests ensuring adequate supporting documents and compare amounts in the invoices against legal commitments;
Accounting Transactions
• Control of financial transactions (payments, salaries, recoveries) before executing them;
• Ensure bank reconciliation and assist in treasury management;
• Supervise and reconcile asset management and inventory;
• Assist in the preparation of the accounts and bookkeeping; Prepare documents to be provided to the fiscal authorities (VAT);
• Act as a back-up for the Accounting Officer, and execute any other tasks as required by him such as assist with the preparation of year-end activities and validation of the accounting systems;
General Administrative Support
• Support staff on financial and/or accounting rules in line with the Financial Regulation and implementingrules.

Eligibility criteria
Candidates will be considered for the selection phase on the basis of the following criteria to be fulfilled bythe deadline for applications:
1. Have a post-secondary education attested by a diploma, or
a secondary education attested by a diploma giving access to post-secondary education and relevant professional experience of at least three years;
2. Be nationals of a Member State of the European Union;
3. Be entitled to their full rights as citizens;
4. Have fulfilled any obligations imposed by the applicable laws concerning military service;
5. Have a thorough knowledge of one of the official EU languages and a satisfactory knowledge of a second of these languages to the extent necessary to pe rform his/her duties;
6. Meet the character requirements for the duties involved;
7. Be physically fit to perform the duties linked to the post.

Selection criteria
Essential
1. At least 2 years of proven professional experience in the areas mentioned in the job description under section Profile;
2. Excellent written and oral command of English;
3. Good knowledge of the rules and procedures relating to public accounting or financial management;
4. Ability to use electronic office equipment and applications (finance/accounting databases, word processing, spread sheets);
5. Ability to work under pressure and meet deadlines on multiple tasks;
6. Ability to work in a multicultural environment;
7. Excellent communication and interpersonal skills;
8. Excellent planning and organisational skills;
9. Accuracy, precision and attention to details.
Advantageous
1. Post-secondary education attested by a diploma in Accounting, Business Administration, Finance, Economics or other diploma relevant for the post;
2. Knowledge of ABAC / SAP;
3. Professional experience in a position related to the aforementioned duties, in a European Institution, Agency or Body.

CONDITIONS OF EMPLOYMENT
The Contract Agent will be appointed by the Executive Director, upon recommendation of the Selection Committee, following the selection procedure.
He/she will be recruited as a Contract Agent pursuant to Article 3(a) of the CEOS for a period of three years which may be renewed. The contract agent post in question will be placed in Function Group III.
Successful candidates who are recruited will undergo aninitial probation period of nine months.
The pay for a Contract Agent FG III (grade 8, step 1) consists of a basic salary of 2,457.08 Euro weighted by the correction coefficient (for Malta currently 82.2%) supplemented with various allowances, including expatriation and family allowances. The salaries of staff mem bers are subject to a Union tax deducted at source. Staff members are exempt from national tax on salary
and are members of the Union social security and pension schemes.
The place of employment is Valletta Harbour (Malta).
