The Commission is organising a selection procedure to create a list of aptitude to fill up to 4 administrator posts within Directorate-General HOME AFFAIRS, Directorate C “Schengen”, Unit C1 “Border Management and Schengen governance/relations with Frontex” in the field of implementation of the new Schengen evaluation mechanism.

The recruited candidates will participate in the development, coordination and
implementation of the new Schengen evaluation mechanism, intended to monitor and evaluate the correct application of the Schengen acquis by the Member States. The visits on the spot foreseen in the new mechanism are to start in the second half of 2014.
The work will in particular involve:
- developing new procedures including internal and external workflow for a smooth functioning of the mechanism;
- carrying out evaluations on the spot in Member States together with a team of
Member States' experts in the field of external and internal borders;
- coordinating evaluations of visa issuance, return, police cooperation, data
protection and of the Schengen Information system;
- drafting reports and recommendations from the evaluations;
- following up of Member States' action plans to comply with the recommendations.
The post requires frequent evaluation missions (4-5 per year) of around 1-2 weeks each in the Schengen Member States.

The successful candidates may be offered a temporary contract under point (a) of Article 2 of the Conditions of Employment of Other Servants of the European Union (CEOS) in accordance with the Commission Decision of 28 April 2004 on a new policy for the engagement and employ ment of temporary staff.
The maximum duration of the contract will also take account of the relevant
provisions in the Commission Decision of 28 April 2004 as modified by Commission Decision from 05 October 2011 on the maximum duration of recourse to non-permanent staff (six years over a twelve-year period).
LEVEL: AD8 (as an indication, basic monthly starting salary of € 6.299,95)

1. General conditions
Candidates must satisfy the requirements set out in Article 12 of the Conditions of Employment of Other Servants of the European Union (CEOS), which include being a national of a Member State of the European Union.

2. Specific conditions
2.1. Qualifications
By the deadline for submission of applications, candidates must have:
(i) a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more, or
(ii) a level of education which corresponds to completed university studies attested by a diploma and professional experience in relation with the nature of duties of at least one year when the normal period of university education is at least three years.. This professional experience will be part of the diploma and will not be taken into account in the required number of years of professional experience.
2.2. Experience
By the deadline for submission of applications, and in addition to the qualifications required above, candidates must have at least 9 years' full time professional experience gained after obtaining the diploma required under 2.1
Qualifications, related to border management, such as policy development, policy implementation, and/or operational experience in this field including at international level.
2.3. Languages
Under point (e) of Article 12(2) of the CEOS candidates must have a thorough
knowledge of one of the official languages of the European Union and a satisfactory knowledge of another of the official languages the European Union English being a widely us ed language in the external border Policy domain at international level, to meet the needs of the service, implying drafting reports, participating in working groups and preparing publications,
the successful candidates must have very good analytical and drafting skills in English.

1. Demonstrated high level of knowledge and expertise of border management including with regard to EU legislation, recommendations and best practices.
2. Previous participation as Member State's expert in Schengen evaluations at the external borders.
3. Experience from policy development at EU level in the field of border management, eg through participation in relevant Council working groups,
Commission committees or expert meetings, or other fora at EU level.
4. Experience from leading and implementing projects at national and/or international level.
