Full-time Human Resource Officer - ACER

The job profile
Reporting to the Head of the Administration Department, the Human Resources Officer will be responsible for the design and implementation of the Human Resources Management (HRM) strategy and the HR policies and procedures of the Agency, according to the Agency's mission and objectives, and in compliance with the Staff Regulations and the Conditions of Employment of other Servants of the European Union (CEOS). His/her duties will include the following:

Strategic HR policy management and planning
• Ensure effective planning and management of all HR activities and draft the Multi-Annual Staff Policy Plans of the Agency;
• Organise and coordinate internal and external recruitment processes, open calls, and specialised competition procedures;

Personnel Administration
• Prepare the Implementing rules in the HR area that the Agency needs to adopt, in accordance with the principles and the provisions of the Staff Regulations and the Conditions of Employment of other Servants of the European Union(CEOS);
• Supervise the implementation and management of the HR management IT tool of the Agency;
• Ensure efficient implementation and supervision of all HR processes within the Agency (management of personnel files, selection and recruitment, training, appraisals and promotions, career and mobility, under-performance, leave, part-time work, ethics, disciplinary issues…).

Information and communication
• Produce manuals on HR procedures and policies in order to communicate the rules and procedures for HR management in the Agency, contributing to a successful social dialogue and developing a strong service oriented culture;
• Establish and maintain an open and comprehensive information policy on HR related matters;
• Continuously interact with staff and listen to their concerns/comments on relevant HR issues, bringing them to the attention of management where necessary.

Budget, Finance and Contracts
• Together with the Head of Administration define the HR budgetary needs of the Agency, assist in the allocation of Human Resources and contribute to the report on budget execution;
• Supervise and control HR expenditure.

FORMAL REQUIREMENTS
A) Eligibility criteria
Candidates will be considered eligible for the selection phase on the basis of the following formal criteria to be fulfilled by the deadline for applications:
1. To have a level of education which corresponds to completed university studies of at least three years, attested by a diploma;
(Only study titles that have been awarded in EU Member States or that are subject to the equivalence certificates issued by the authorities in the said Member States shall be taken into consideration).
2. By the closing date for applications candidates must, after obtaining the qualifications mentioned in point 3.A.1, have acquired at least three (3) years of professional experience relevant with the position;
3. To have a thorough knowledge of one of the official Community languages and a satisfactory knowledge of a second of these languages to the extent necessary to perform his/her duties;
4. To be a national of a Member State of the European Union;
5. To be entitled to his or her full rights as a citizen;
6. To have fulfilled any obligations imposed by the applicable laws concerning military service;
7. To be physically fit to perform the duties linked to the post.

B) Selection criteria
The following criteria will be considered when selecting the candidate for this post:

Technical knowledge
1. At the deadline for applications, candidates will, after obtaining the qualifications mentioned in point 3.A. above, have acquired at least three (3) years of professional experience of which at least two (2) years with tasks closely related to those described above.
2. Knowledge of the organisation, structure and working procedures of Commission services and agencies, and in particular of ACER;
3. Experience of working in a multi-cultural and international environment or industry;
Professional experience in HR management, preferably in a European Institution or body, and knowledge of the Staff Regulations and CEOS would be an advantage;
Experience with the European Union, its institutions and decision making processes would also be an advantage.

Communication and other personal skills
4. Excellent written and oral command (level C2) of the English language;
5. Good written and oral command (level B2) of a second official language of the European Union including the mother tongue;
6. Good analytical capabilities, problem-solving and decision-making skills.
7. A demonstrable ability to deal with confidential files, and to use tact and discretion when dealing with people.
Capacity to manage and co-ordinate several processes and projects simultaneously would be an advantage;
Good written and oral command (level B2) of a third official language of the European Union would also be an advantage.

CONDITIONS OF EMPLOYMENT
The successful candidate will be appointed by the Director of the Agency as a temporary agent at grade AD5 pursuant to Article 2a of the CEOS for a period of 5 years which may be renewed.
Pay and welfare benefits
The indicative gross basic monthly salary for grade AD5, step 1, is 4349.59 EUR.
The place of employment will be Ljubljana (Slovenia), where ACER is based.
