The job profile
The successful candidate will work in the Procurement Service, under the supervision of the Head of Finance and Procurement. The Finance and Procurement Service is part of the Area Resources and comprises about 10 staff members.
JOB TASKS AND RESPONSIBILITIES
The procurement assistant will be involved in the everyday work of the Agency's activities in procurement issues. The jobholder will in particular:
- provide guidance on and assistance to various contracting services in Cedefop in the choice and management of tendering procedures;
- assist in preparing tender dossiers and drafting contracts;
- assist in launching and administrating tendering procedures, including submitting contract notices for publication in the Official Journal of the European Union and responding to requests for additional information;
- assist in opening and evaluating tenders;
- prepare contracts and address any related difficulties that may arise;
- assist, in support to the competent project managers, in the financial management and follow-up of contracts;
- monitor contracts where necessary, in particular the use of framework contracts;
- ensure appropriate flow of information between the finance and procurement services to facilitate fulfilment of tax compliance, expenditure forecasting and reporting obligations related to contracts;
- contribute to periodical updates of the procurement planning and to general reports on the activity of the procurement service;
- assist in updating/completing rules and guidelines for procurement and contract management and in preparing internal training activities and material to help Cedefop staff to familiarise themselves with procurement rules and procedures;
- ensure proper administration and update of tender and contract files and archives;
- carry out various other activities related to procurement and contracts.

FORMAL REQUIREMENTS
To be considered eligible, applicants must:
• be a citizen of one of the Member States of the European Union;
• have a post-secondary education attested by a diploma
OR
a secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience of three years;
• have a thorough knowledge of one of the languages of the Communities and satisfactory (Satisfactory knowledge is considered level B2 or above as referenced in the Common European Framework of Reference) knowledge of another language of the Communities;
• enjoy full rights as a citizen;
• have fulfilled any obligations imposed by the laws on military service;
• be physically fit to perform the duties relating to the post(Before appointment, the successful candidate must undergo a medical examination to establish that s/he is physically fit to perform the duties of the post).

APPLICANTS WILL BE ASSESSED AGAINST THE FOLLOWING SELECTION CRITERIA
• in addition to the formal requirement set out above, a minimum of two years’ experience in procurement and contract management;
• prior experience (studies and/or work) in an international environment;
• good knowledge of EU Regulations related to procurement procedures;
• very good written and spoken English (C1 or above as referenced in the Common European Framework of Reference);
• good computer literacy, particularly with Word, Excel and Outlook;
• good planning and organisational skills;
• good interpersonal skills to effectively and appropriately interact with all levels of staff and third parties;
• good analytical skills and ability to work under pressure;
• strong sense of responsibility and initiative;
• ability to work in a team within a complex and demanding environment.
THE FOLLOWING CHARACTERISTICS WILL BE CONSIDERED AS ADDITIONAL ASSETS
• work experience in a European institution or body;
• knowledge of additional languages of the European Union.

Contractual conditions
The contract is for two years with the possibility of renewal.
The terms of employment are those described in the Staff Regulations of the European Communities and in the Conditions of Employment of Other Servants of the European Communities (cf. Articles 79 to 119 referring to contract staff). The successful candidate will be recruited in Function Group III. The basic monthly salary for FG III (8) (step 1) is approximately € 2,450.
The place of employment is Thessaloniki where Cedefop is located.
