The job profile
CEDEFOP are looking to recruit a junior expert with a background in research and analysis on (a) vocational education and training, and/or (b) skill needs and the labour market. Cedefop’s medium-term priorities for the period 2012-14 are:
1. supporting the modernisation of VET systems;
2. career and transitions – CVET, adult learning and work-based learning;
3. analysing skills and competence needs to inform VET provision.

JOB TASKS AND RESPONSIBILITIES
• The overall responsibility of the jobholder is to support Cedefop in developing and advancing policy-relevant research and comparative analysis on vocational education and training and/or labour market and skill needs by:
• contributing to designing, initiating, carrying out and/or steering research and comparative analysis in the above areas;
• drafting high-quality, scientifically robust and policy relevant reports and papers, for Cedefop’s key stakeholders, especially the European Commission, Member States and social partners;
• promoting and disseminating research outcomes taking into account Cedefop’s main stakeholders and target groups – in particular policy-makers – and the Cedefop communication strategy;
• developing and maintaining good working relations with relevant stakeholders and the European Commission, including EU-level working groups, networks, researchers and other European and international institutions;
• implementing effective working methods and maintaining good communication and knowledge-sharing; contributing to Cedefop’s work programming and reporting;
• contributing to implementing procurement, administrative and financial procedures in compliance with the relevant regulations applied in Cedefop.

To be considered eligible, applicants must:
• be a citizen of one of the Member States of the European Union;
• have a level of university education which corresponds to completed university studies of at least three years, attested by a diploma;
• have a thorough knowledge of one of the languages of the Communities and satisfactory knowledge of another language of the Communities (Satisfactory knowledge is considered level B2 or above as referenced in the Common European Framework of Reference);
• enjoy full rights as a citizen;
• have fulfilled any obligations imposed by the laws on military service;
• be physically fit to perform the duties relating to the post (Before appointment, the successful candidate must undergo a medical examination to establish that s/he is physically fit to perform the duties of the post).

APPLICANTS WILL BE ASSESSED AGAINST THE FOLLOWING SELECTION CRITERIA
1. Education, knowledge and professional experience
• a university degree in social sciences (such as education, economics, sociology, statistics, political sciences or related fields);
• professional experience in one or more of the following:
(a) research in education/training;
(b) research on labour market and skill needs;
(c) monitoring and evaluation of vocational education and training systems, policies or programmes.
The above professional experience should be documented by: (a) at least two years of full-time equivalent working experience; and (b) at least two relevant publications, one of which may be a doctoral thesis (copies of the two relevant publications should be attached in electronic form);
• very good written and spoken English (C1 or above as referenced in the Common European Framework of Reference);
• good command of IT (MS-Office, Internet).

2. Professional competences and skills
• knowledge of national and/or European policies in education, training and/or skill needs and the labour market;
• sound understanding of research and policy issues in VET and lifelong learning and/or labour market developments and skill needs in EU Member States;
• sound methodological skills in social sciences and good command of quantitative and qualitative methods;
• ability to carry out comparative analyses of education systems, lifelong learning and labour markets;
• ability to draft and review scientific publications and draft concise publications to disseminate outputs and findings, making them understandable to a wide and diverse target group;
• excellent communication skills and ability to lead discussion and present work accurately and convincingly in meetings and conferences;
• ability to manage networks or teams of independent experts;
• ability to work cooperatively and effectively in an international, multicultural and multidisciplinary team.

THE FOLLOWING CHARACTERISTICS WILL BE CONSIDERED AS ADDITIONAL ASSETS
• advanced university degree in social sciences;
• involvement in comparative projects and/or research related to the tasks described above;
• understanding of public procurement procedures under EU financial regulations;
• knowledge of a third language of the European Union.

Contractual conditions
The contract is for five years with the possibility of renewal.
The terms of employment are those described in the Staff Regulations of the European Communities and in the Conditions of Employment of Other Servants of the European Communities (cf. Articles 8 to 50a referring to temporary staff). The successful candidate will be recruited in grade AD5. The basic monthly salary for grade AD 5 (step 1) is approximately € 4,350.
The place of employment is Thessaloniki where Cedefop is located.
