Post and Duties
The Project Controller (TA AD7) will report to the Head of Administration and Finance.
He/She will coordinate project related information including, indicators and their analysis as concerns cost, schedule, and documentation of the programme, in relationship with the leaders of the research areas of the Clean Sky JU called Integrated Technology Demonstrators (ITDs).
The Project Controller shall be responsible for:
- Defining and updating the consolidated planning of the programme, in relationship with the demonstrators, and checking its consistency
- Advising management on financial and planning issues;
- Collecting and analysing the financial data from the beneficiaries;
- Updating the medium-term financial plan;
- Managing the documentation (including the deliverables).

He/she will in particular carry out:
- In close coordination with the Project team, the collection of the information from the beneficiaries in order to define and update a schedule of main milestones, up to the completion of the programme;
- The verification of the consistency of this schedule across the Integrated Technology Demonstrators or other platforms;
- The anticipation of cost to completion of the relevant funding, in order to keep a consistent view of the whole programme and to anticipate risks;
- The collection and analysis of financial data from ITD coordinators, partners and applicants, in close coordination with the Financial team;
- The coordination of the indicators to be delivered by the ITDs for Quality
management, and their analysis;
- The documentation management, involving both the JU internal documents and the deliverables from the ITDs, according to a well-defined documentation plan;
- The budget control of the ITDs programme allocations (GAP + GAM);
- The coordination of the updating of the management manual for operational activities of Clean Sky;
- The identification of the ex-post audit population and any related financial reporting;
- The implementation of the ex-post audit results with the financial team;
- Advising on the eligibility of costs in beneficiary’s cost claims;
- The follow up of dissemination activities of beneficiaries;
- The follow up of GAP reporting and monitoring of operational Key Performance Indicators;
- Steering the implementation of the JU’s IT tool, the so-called ‘Grant Management Tool’ or other grant related data bases on behalf of the JU.

Eligibility criteria
By the closing date of this call candidates must:
- Be nationals of one of the Member States of the EU and enjoy full rights as citizens
- Have a level of education which corresponds to completed university studies of at least three years attested by a diploma followed by proven working experience of at least six years, including at least three in a field related to the post
- Have thorough knowledge of, at least, one official language of the EU and a satisfactory knowledge of another to the extent necessary to perform the duties of the post. As the predominant language of internal communication in the JU is English, ability to communicate in that language is an assessment criterion for the post
- Produce the appropriate character references as to their suitability for the performance of duties of the post
- Have fulfilled any obligations imposed by the applicable laws concerning military service
- Be fit to perform the duties linked to the post.

Conditions of Employment
The successful candidate will be appointed by the Executive Director of the Clean Sky Joint Undertaking as a Temporary Agent at grade AD 7, pursuant to Article 2a of the Conditions of Employment of Other Servants of the European Communities, for a period of three years.

The place of employment is Brussels, where the Joint Undertaking premises are located.

Remuneration
The successful applicant who is offered a contract of employment as Temporary Agent 2a of the CEOS, will be graded on entry into service in step 1 or step 2 of the relevant grade TA AD7, according to the length of his/her professional experience. The basic monthly salaries of TA AD 7, as of 1st January 2013, are:
- Step 1: € 5 568, 11
- Step 2: € 5 802, 09.
