Specific Minimum Qualifications and Expertise
- A degree in economics, finance or engineering (or a closely related science or social science degree) of 2.1 or higher.
- Modelling skills (e.g. Excel, VBA, econometric packages, energy dispatch models).
- Excellent analytical/quantitative skills and a good understanding of economic principles.
- Demonstrated ability to take initiative, think creatively and work independently.
- Strong written and oral communication skills, including the ability to communicate complex technical issues clearly to non-specialists, as well as to specialists.
Desirable
- Experience in regulatory, energy or competition economics.
- Background in the energy sector or engineering, with knowledge of global and/or EU gas markets.
- Post graduate experience in a relevant discipline.
- Examples of completed, high-quality research projects.
Purpose
You will be the lead analyst on Ofgem’s energy market modelling. This will involve reviewing existing models used by different teams. It will also require developing and improving new and existing energy market models to support Ofgem’s market analysis and policy making. You will also be expected to contribute towards Ofgem’s strategic research programme, by proactively identifying and analysing economic, technological, social and political developments which impact on energy markets and consumers.
Key Outputs and Deliverables
- Creation, development and maintenance of energy models used by the Energy Market Research and Economics team.
- Analysis of internal and external energy market modelling outputs and contributing towards Ofgem’s own modelling expertise.
- Understanding and analysis of economic, technological and environmental factors impacting energy markets.
- Internal reports on energy security of supply.
- Represent Ofgem with Government departments and related bodies, think tanks, academic research community, industry and consumer groups.
- Input to wider Ofgem analysis, where appropriate.
Key Stakeholder Relationships
- Proactive and effective working with other directorates within Ofgem, providing advice and input into their work and identifying any potential
- cross-overs to the energy modelling work.
- Build effective relationships with industry and academia; ensuring Ofgem policy and analysis are clearly set out at all times. This will include representing Ofgem at meetings/seminars/working groups.
- Communicate and co-ordinate effectively with government departments and bodies, such as DECC and the Treasury.
Key Accountabilities
- Report to the Senior Economist responsible for energy market outlook and analysis in the Energy Market Research and Economics team.
- Ensure clear communication (internally and externally) on own work areas and on Ofgem policy more generally.
- Manage input of colleagues into own projects.
- Ensure that the results of any modelling are effectively communicated internally within the team, to other teams within Ofgem and externally, where appropriate.
