Full-time Head of the Market Monitoring Department

Title of function: Head of the Market Monitoring Department (ACER)
REF.: ACER/2012/001

JOB DESCRITION:
The Head of the Market Monitoring Department will lead, coordinate and manage the newly established Market Monitoring Department, which will be responsible for all activities to be performed by ACER as defined in REMIT. He/she will contribute to the definition of the expected results and milestone for the effective implementation of REMIT and ensure that the work required to implement the defined work programme in the context of ACER's mission and objectives is delivered.
More specifically the tasks of the jobholder will include:

Leading and management of the Department
• Contribute to the definition of the Department's workplan, in accordance with ACER’s work programme and adopt and regularly review implementation guidelines;
• Implement and follow up Department's organisation and ensure effective distribution of duties and responsibilities to staff in order to achieve the expected results and outputs using the resources allocated to the Department in the most effective and efficient manner and in compliance with existing staff regulations;
• Evaluate the fulfilment of objectives using relevant indicators and report to the Director on results achieved;
• Verify the conformity of the Department’s output and operations with official regulations and procedures including the Internal Control Standards framework and ensure that the Department meets all its obligations;
• In the initial period, define ACER’s strategy for the implementation of REMIT.

Management of personnel of the Department
• Ensure effective People Management within the Department in accordance with ACER's policy with the support of the Administration Department of ACER. This involves in particular the approval of job descriptions, the establishment of an annual performance appraisal, the monitoring of individual objectives accomplishments, the approval of participation in training actions and the selection of candidates to vacant jobs;
• Maintain interactive communication with his/her team, so that staff is informed on all relevant policy and strategic aspects affecting the Department work and obtain appropriate feedback on their actions;
• Approve, authorise and/or give an opinion on requests regarding personnel administration, i.e. leave, part-time work, external activities, etc.;
• In the initial period, define the recruitment strategy for the implementation of REMIT and participate in the recruitment process.

Co-ordination consultation and communication at Department level
• Contribute to enrich internal communication and knowledge sharing within ACER;
• Coordinate with other Heads of Department and ensure smooth cooperation between departments on issues within his/her competences;
• Report, inform and/or brief the Director on policy developments, on the outcome of consultation and on coordination with other departments.

Policy formulation and implementation at Department level
• Provide general guidance and intellectual leadership to the Department on aspects related to the specific activities which fall within the remit and responsibility of ACER and are assigned to the Department;
• Coordinate activities at the Department level to meet the objective of the workplan and other objectives and requirements as they may emerge from time to;
• Contribute to the definition of ACER’s work programme;
• Contribute to the follow up of Agency’s proposals, opinions and recommendations through the inter-institutional process, including vis-a-vis National Regulatory Authorities, the Commission, the European Parliament and/or the Council of the European Union;
• Implement, ensure and monitor the proper implementation of EU policies or application of EU legislation in the area of activity of the Department.

Programme/project management
• Monitor overall Department’s activities and the respect of Community rules on correct administrative, contractual and financial management;
• Ensure appropriate evaluation and reporting of Department activities.
The Head of the Market Monitoring Department will work under the direction of and report to the Director.
Until the Market Monitoring Department is established, the jobholder will be assigned to the Director’s Office.

Eligibility criteria
Candidates will be considered eligible for selection on the basis of the following formal criteria to be fulfilled by the deadline for applications:
1. To have a level of education which corresponds to completed university studies attested by a diploma, when the normal period of university education is four years or more,
or
a level of education which corresponds to completed university studies attested by a diploma, followed by professional experience in that field of at least one year, when the normal period of university education is at least three years.
2. By the closing date for applications candidates must, after obtaining the qualifications mentioned in point 1, have acquired at least 15 years of professional experience;
3. To have a thorough knowledge of one of the official Community languages and a satisfactory knowledge of a second of these languages to the extent necessary to perform his/her duties;
4. To be a national of a member state of the European Union;
5. To be entitled to his or her full rights as a citizen;
6. To have fulfilled any obligations imposed by the applicable laws concerning military service;
7. To meet the character requirements for the duties involved;
8. To be physically fit to perform the duties linked to the post.

Selection criteria

Essential
1. University education in a field relevant to this post; relevant university degrees are engineering or economics or equivalent.
2. By the closing date for applications candidates must, after obtaining the qualifications mentioned in point 1, have acquired at least 10 years of professional experience in the energy sector and at least 5 years thereof specifically in the energy trading, market supervision and/or monitoring, or energy sector regulation; candidates are invited to briefly explain in their motivation letter in which positions they acquired this experience;
3. Excellent knowledge of the functioning of the Internal Energy Market and of the functioning of Wholesale Energy Markets (specifically for electricity and gas); candidates are invited to briefly explain in their motivation letter in which position(s) they have acquired this knowledge;
4. Proven work experience in managing teams of at least 5 years; candidates are invited to specify in their CV or (briefly) in the motivation letter for each position they claim to be a management position, how many staff they directly supervised, in which role and for which type of activities;
5. Ability to work under pressure and manage his/her priorities; capacity to manage and co-ordinate several processes and projects simultaneously; candidates are invited to specify in their CV or (briefly) in their motivation letter for each position they claim to be a management position, which type of processes or projects they managed simultaneously and how they managed pressure and set their priorities;
6. Excellent written and oral command (level C2) of the English language; candidates are invited to specify in their CV possible language certificates they dispose of which can demonstrate this language skill (no copies needed at this stage);
7. Good written and oral command (level B2) of a second official language of the European Union including the mother tongue; for languages other than the mother tongue; candidates are invited to specify in their CV possible language certificates they dispose of which can demonstrate this language skill (no copies needed at this stage);
8. Ability to use electronic office equipment (word processing, spread sheets, presentations, electronic communication, internet etc.);
9. Familiarity with the mission, organisation and functioning of ACER.

Advantageous
10. Deep knowledge of and professional experience in energy trading, market supervision and/or monitoring, or energy sector regulation in excess of the requirement in point 3.B.2; candidates are invited to briefly explain in their motivation letter in which positions they acquired their knowledge and professional experience with energy regulation;
11. Familiarity with the current developments in the European energy markets. Candidates are encouraged to include in their motivation letter a paragraph presenting their vision on what they consider to be most outstanding issues in the monitoring of wholesale energy markets in the European Union and the role assigned to Agency under REMIT;
12. Post-graduate degree obtained in a field relevant for the above tasks and duties; of relevance are postgraduate degrees (Master, Ph.D.) which enable the candidate either to acquire deep knowledge of energy regulation or management skills;
13. Excellent written and oral communication skills; candidates are invited to briefly explain in their CV or motivation letter in which positions they used such skills in the past and - for oral communication skills - in front of which type of audience (size, importance) they use to speak publicly;
14. Good written and oral command (B2) of a third official language of the European Union; candidates are invited to list in their CV possible language certificates they obtained which can demonstrate this language skill (no copies needed at this stage);
15. Knowledge of and experience with the organisation, structure and working procedures of the European Union, its institutions and decision making processes; Candidates are invited to briefly specify in their CV or motivation letter any studies (including post graduate studies) and experience relevant for acquiring sufficient familiarity with the European Union, its institutions and decision making processes such as past professional experience in one of the European institutions (including a traineeship);
16. Previous experience within an international and multicultural environment.

CONDITIONS OF EMPLOYMENT
The successful candidate will be appointed by the Director of ACER as a temporary agent at grade AD11 pursuant to Article 2a of the CEOS for a period of 5 years which may be renewed.
The place of employment will be Ljubljana (Slovenia), where ACER is based.
